Catwoman is an expert thief who commonly appears alongside Batman in DC Comics. She was created by Bill Finger and Bob Kane. As "the Cat," she made her comic book debut in Batman #1 (spring 1940), becoming one of the Dark Knight's most enduring adversaries. She belongs to the collection of adversaries that make up his rogues' gallery.
The character has however become renowned as Batman's most popular love interest in addition to being presented as an antiheroine, with countless stories illuminating their complex love-hate relationship.
Upon his incarceration, Selina, Rex Calabrese's daughter, was placed in foster care. She also had a brother named Aiden Mason, but once they were placed in protective custody, she lost contact with him. In order to survive in Oliver's Group Home, she and the other residents were taught to steal while they were young. Years later, she tried to enter someone's house, but she was caught. Instead of being penalized, Selina was permitted to enroll in a second chance program that helped children who were living in poverty.
As time passed Selina began working for the mayor's office and after a year, Selina used her position to locate her brother and learn what had happened to him. She was unfortunately discovered and thrown over City Hall's roof by an unknown person. Selina survived the fall, and a group of cats helped her get back to life. As she assumed she must be someone significant if there had been an attempt on her life, she once more became a thief operating under the identity Catwoman.

Black-Widow Natalia "Natasha" Romanova is a fictional character that appears in American comic books produced by Marvel Comics. The character first appeared in Tales of Suspense #52, which was written by Don Rico, illustrated by Don Heck, and edited and plotted by Stan Lee (April 1964). As a Russian spy and rival to the Iron Man superhero, the persona was initially established. Later, she defected to America and joined the superhero team the Avengers and the fictional intelligence agency S.H.I.E.L.D.
She is a former Soviet agent with extensive training who was initially a enemy to Iron Man and other heroes. She eventually turned into a superheroine, defected to America, and joined forces with Hawkeye, Captain America, Daredevil, and Winter Soldier. In addition, Black Widow joined S.H.I.E.L.D. and then the Avengers as an agent. During the Onslaught arc, Black Widow served as co-leader of the Avengers. She has been a part of various organizations since she began her career as a superhero and explorer, including the Lady Liberators, Marvel Knights, Mighty Avengers, Champions of Los Angeles, and the Posse.

Verdict: These woman are pure demons and champions of their own will. From deception to theft, there isn't much these two wouldn't do to get what they wanted. Catwoman boasts an extensive resume of combat experience and high level heist in addition to some superb recommendations from her villainous peers and the Dark Knight himself. However, despite how good she may look on paper, Black Widow was breed to be a killer. Espionage is a means to an end for this former soviet spy as her role is to typically eliminate her targets, while Catwoman on the other hand tries her best to avoid conflict. If Black widow is able to avoid Catwoman's whip and get in close for melee combat, Selina is going to be left wishing she had 9 lives.
